    Positive Youth Development is the framework by which all 4-H programs are developed and delivered.     Interacting effectively and equitably with diverse individuals and building long-term relationships with diverse communities. 4-H National Headquarters at the National Institute of Food and Agriculture within USDA leads a Vulnerable Populations Program. This initiative supports youth populations that comprise a large growing percentage of our country’s young people who disproportionately contend with conditions that often compromise their healthy development.
